Frequently Asked Questions

December 13, 2024

Do we keep our accrued vacation and sick time? On January 1st, employees will keep accrued vacation and sick leave. Please note, however, that these time-off programs are being compared to similar programs at other national laboratories and similar scientific organizations. A very common feature of other programs are caps on the level of accruals. These caps tend to encourage employees to take time away from work as intended by most vacation programs or integrate with other time-off programs as in the case of sick leave. Limiting accrual caps on these programs is under consideration and we will keep the community updated on any changes.

Will safety be compromised under the new management? Absolutely NOT! Safety is core to our mission. How Fermilab performs drives the work the lab performs. Ensuring safe operations is a top priority, and FermiForward plans to institute a number of environment, safety and health enhancements to ensure lab operations continue to be performed safely and built upon a strong safety culture. Our ability to perform outstanding science demands a world-class program that ensures safe, secure, and sustainable operations to achieve the mission.

Will there be an opportunity for the lab staff to engage with the FFDG Board on best practices and improvements to be made? FermiForward appreciates the talented and dedicated staff at Fermilab. Staff are encouraged to utilize existing channels and mechanisms to provide feedback and identify areas of potential concern and/or need to help drive our operational improvements. These include multiple email boxes (site access, employee questions, HR) where employees can send in questions or suggestions, as well as various stakeholder meetings. Senior leadership at all levels of Fermi Forward will be closely assessing progress and appreciates feedback and recommendations through these various channels. The FFDG Board activities are fairly prescriptive in their agendas. We do expect that there will be visits by Board Committee members to work areas and facilities at the Lab. These will provide for direct engagement with Board Committee members.

The new partners in FermiForward, Amentum and Longenecker, have been described as bringing their expertise in engineering and project management to Fermilab. How will partner staff and lab employees compete for project-funded engineering and project-management activities? FermiForward’s industrial partners Amentum and Longenecker & Associates will augment engineering and project management needs, as well as enhance a number of operational and business capabilities across Fermilab. These valued partners will not compete with Fermilab staff, but will instead provide additional expertise and assistance so that the world-class science of Fermilab is effectively supported by strong and effective operations.

Amentum is a publicly traded company, and by law must put shareholders as the priority. How does that work when Fermilab has no concept of profit? Amentum and L&A serve as “integrated subcontractors,” a contracting term of art that means they are not formally partners of the LLC (which is made up of UChicago and URA) but do participate in strategy development and are available to provide expertise, lessons learned, best practices, support and solutions as needed. Unlike other subcontractors to FermiForward, through this arrangement Amentum and L&A are not paid any additional profit for the work they perform. Instead, they share in the overall fee FermiForward may earn for successful management of Fermilab. As a result, Amentum and L&A are incentivized to do all they can to contribute to successful operations of Fermilab and to advancing Fermilab’s role as a scientific leader.

Many of us have existing joint appointments (e.g. with University of Chicago) that we have heard will end with the transition. In the past, getting joint appointments set up has taken ~6 months - 2 years. For those that currently have joint appointments, a gap that long would seriously disrupt work, existing funding, and ongoing projects. Is there a plan to expedite this process during the transition for existing joint appointments? Joint appointments are an important part of the scientific strategy and community at Fermilab. Re-assignment of joint appointment agreements from Fermi Research Alliance to FermiForward has been a priority of the transition team. DOE approval has been received, at which point all existing and pending appointments will be re-assigned to FermiForward with new end dates.

Will the Fermilab Concerns Reporting system (including historical information submitted to it) continue to be available through the transition? If not, what are FermiForward's plans for a new system to provide the same or similar functionality? The current Fermilab employee concerns program, which was launched this past July, remains available via the Fermilab Legal Counsel’s office and website. The Transition Team has submitted to DOE a FermiForward Employee Concerns Program Plan. FermiForward plans to continue this program. FermiForward is committed to ensuring a working environment at Fermilab where employees feel free to raise concerns without fear of retaliation.

Will the hiring freeze continue or will we be able to hire again soon? FermiForward assumes responsibility for managing and operating Fermilab on January 1, 2025. On, and after, that date, FermiForward will manage open requisitions transitioned from Fermi Research Alliance, as well as any new requisitions approved by hiring managers and their up-line supervision. Hiring will always be based on the available funding to execute the mission.

As this is the first time a for-profit entity has been involved in the management of Fermilab, where do these partners see those profits coming from? I’m especially interested in how Amentum, which I believe is a private equity company, sees as their primary incentive to managing Fermilab? FermiForward is a team made up of the University of Chicago (UChicago), Universities Research Association, Amentum and Longenecker & Associates (L&A). Amentum and L&A serve as “integrated subcontractors,” a contracting term of art that means they are not formally part of the LLC (made up of UChicago and URA) but do participate in strategy development, management and are available to provide expertise, lessons learned, best practices, support and solutions as needed. Through this integration, they are part of the parent team that will support the improvement of processes and practices at Fermilab in a way that enables effective and efficient delivery of the mission. Unlike other subcontractors to FermiForward, through this arrangement Amentum and L&A are not paid any additional profit for the work they perform. Instead, they share in the overall fee FermiForward can earn for successful management of Fermilab. As a result, Amentum and L&A are incentivized to do all they can to contribute to successful operations of Fermilab and maintaining Fermilab’s role as a scientific leader.

Can the new additions to the management team speak briefly about their philosophy for management of a complex and unique institution like the laboratory? How do the new management entities propose maintaining the appropriate systems for successful laboratory operation on a reduced budget? Amentum and Longenecker & Associates bring years of experience in the U.S. national laboratory complex and successful track records of delivering operational excellence across the U.S. Department of Energy. As part of the FermiForward team, they provide personnel with deep experience in a wide array of laboratory operations, including safety, project management, business management, procurement and contractor assurance. As a whole, FermiForward has developed, and will implement, a wide-ranging vision for ensuring excellence in Fermilab operations. This vision includes focused efforts on enhancing the laboratory’s overall safety culture, project management capabilities, work planning and control and procurement and financial management. FermiForward’s vision for operational excellence is united through a new integrated management system called “Business Integration System for Operational Nexus,” or “BISON.” BISON will integrate proven commercial practices to achieve best-in-class safety, on-time project delivery and cost-effective operations.

What is FermiForward's plan to provide fair pay increases, consistent with those given to equivalent staff at other DOE laboratories, to the Fermilab workforce? FermiForward is committed to equitable compensation for all Laboratory employees. Equitable pay is an important component of the overall compensation program, and is critical to attracting, retaining, and supporting our high-value staff. We realize there has been a gap in administering merit pay adjustments as we synchronize Fermilab compensation update timing with the calendar year cycle to coincide with the cycles used at other National Laboratories. FermiForward has proposed a compensation and merit increase program, in accordance with established guidelines and budget realities, that will be submitted to DOE for approval and implementation after January 1, 2025.

Under the new FermiForward management, will eligible employees continue to receive 10% contribution (outside of our personal contributions) to our retirement accounts? FermiForward is committed to maintaining a benefits program that is competitive and meets the needs of a diverse workforce. No changes have been proposed regarding company contributions to the retirement plans.

For the people who have Procard credit cards, will we be expecting new cards? Yes. We will be receiving new cards from JP Morgan and will communicate the method and dates of issuance to cardholders once we have the information from JP Morgan.

November 22, 2024 - Offer Letter Questions

We heard that you will be sending offer letters to full-time employees, but what about the term position employees? Will they also receive offer letters? Offer letters will be extended to all current employees on Fermi Research Alliance (FRA) payroll.

Are the offer letters negotiable? No. The intent of the offer letter is to facilitate the transfer of Fermilab employees from FRA to FermiForward.

How will salary be handled in the planned offer letters? Will they reflect the deferred merit and COL increases presumably effective January 2025 and/or where applicable promotions? The offer letters will reflect the employee’s salary as of December 2, 2024.

Are benefits changes planned? Current Fermilab employees will see no change in their medical benefits. Certain other benefits are still under discussion with DOE, and may change. FermiForward is committed to maintaining competitive benefits and keeping employees informed on potential changes.

Will employees who need to be out of the country for visa reasons have sufficient time to respond to the workday letter for employment? Generally, all employees should anticipate the offer letters and prepare to respond within the response window from December 2 through December 9. If you know you will not have access to your FermiWorks account during this period, you should inform your manager and your HR Business Partner as soon as possible to arrange for an alternative method.

Can FermiForward elaborate on its vision for the scientific mission at Fermilab and how that aligns with the lab’s current vision? Fermilab’s well-crafted mission statement addressing its disciplinary core is distinctive amongst all ten of those for the Office of Science laboratories: to understand how the universe works at its most fundamental level by discovering the elementary constituents of matter and energy, to probe the interactions between them, and to explore the basic nature of space and time. FermiForward is committed to maintaining Fermilab’s position as a world-leader in particle physics and in tackling some of the most challenging questions of our time. FermiForward will also couple the lab’s expertise in these areas with advancing into cutting-edge fields such as quantum science, artificial intelligence/machine learning and microelectronics.

How will Fermilab support members of the LGBTQ+ community? FermiForward is committed to ensuring an environment at Fermilab where all employees, users and members of the Fermilab community are free from discrimination. FermiForward recognizes that a diverse, equitable and inclusive environment is a cornerstone to effectively advancing the U.S. research and scientific innovation enterprise. We appreciate that harnessing a broad range of views, expertise, and experiences drives scientific and technological innovation and enables the scientific community to push the frontiers of scientific knowledge for U.S. prosperity and security. What is the estimate cost to complete the transition and how will this be paid for? Transition costs are proprietary information, though FermiForward is engaged in a concerted effort to complete the transition ahead of schedule and under budget to serve as a strong steward of financial resources. The U.S. Department of Energy is funding the transition effort.

When will we know if and when we are receiving merit increases? Merit increases will be reviewed and determined in early calendar year 2025 with the timing evaluated at that time.

Are more layoffs expected? There are currently no plans for additional layoffs. For Fiscal Year 2025, Fermilab leadership followed a rigorous process to develop a budget that stayed closely aligned with Department of Energy guidance. This budget is sufficient for Fermilab needs. However, Fermilab could face future circumstances not known at this time.

In the contract currently posted on the FNAL website - it is clearly stated under statement of work that "International Collaboration" is a core competency in the lab's mission. Is this still the case? Fermilab has many very important agreements with international partners. What is the plan to maintain these agreements and ensure our partners that Fermilab will honor the agreements? FermiForward’s vision is that Fermilab is one of the most desirable places on the planet for conducting particle physics research. Particle physics is a global endeavor and every Fermilab activity involves critical intellectual and financial contributions from national and international partners. FermiForward has developed a set of initiatives to ensure Fermilab is a trusted partner that fulfills its commitments, such as establishing activities that attract international partners for a long-term presence in Chicago; programs to help enable Fermilab scientists to disseminate the lab’s discoveries in international venues; and programs for international engagements at FermiForward’s international locations, among others.

Can the aforementioned 17 academic partner institutions be introduced and their interests and roles discussed? Additional details on the members and the role of the coalition can be found in Transition Talk bulletin No. 4 available on the FermiForward website.

Will FermiForward bring back the availability of bikes on the Fermilab site? Thank you for your input regarding the bike program. In 2025, we will evaluate the potential of reinstating the bikeshare program. We still have the bikes and will need to assess the resources needed for administration of the program and maintenance of the equipment. We appreciate the sustainability benefits it offers and understand its value for village residents.

How will FermiForward offer employment to current Fermilab employees? We appreciate this is a priority issue for the Fermilab staff. FermiForward anticipates sending offer letters in late November. More information on the specifics of employment offers will be shared later in the transition process.

How does FermiForward plan to manage existing compensation and benefits? Fermilab, Fermi Research Alliance and FermiForward are in the process of compiling all the HR-related elements of the transition to provide the required deliverables to DOE for review and approval. When we receive notification that those elements are approved over the next few weeks, we will be able to provide detailed answers to these questions.

Will merit increases be implemented on Jan 1, 2025? I'm aware of the change which moved merit increases from October to January, but there's been no confirmation that they will actually come. Fermilab, Fermi Research Alliance and FermiForward are in the process of compiling all the HR-related elements of the transition to provide the required deliverables to DOE for review and approval. When we receive notification that those elements are approved over the next few weeks, we will be able to provide detailed answers to these questions.

When I sign up for my health benefits during enrollment, will my coverage roll over under the new FermiForward contract? Fermilab, Fermi Research Alliance and FermiForward are in the process of compiling all the HR-related elements of the transition to provide the required deliverables to DOE for review and approval. When we receive notification that those elements are approved over the next few weeks, we will be able to provide detailed answers to these questions.

Will the onsite daycare in Batavia continue under the new contract? Fermilab, Fermi Research Alliance and FermiForward are in the process of compiling all the HR-related elements of the transition to provide the required deliverables to DOE for review and approval. When we receive notification that those elements are approved over the next few weeks, we will be able to provide detailed answers to these questions.

Will FermiForward change the number of federal holidays for employees? FermiForward is not making recommendations for changes to the federal holidays schedule.

I'm spending a modest amount of time on transition activities - providing documentation, searching for ancient property, etc. Is there a task code I can charge my time to? Transition support activities are considered normal business operations and are charged to home organization overhead accounts.

Can it be possible to allow retired employees to have complete access to Fermi news as we previously had? Fermilab news is available at https://news.fnal.gov/newsroom/news/. This page will continue to have stories of science, people and progress at the lab.

Given that H-1B status is employer-based, how will the contract transition affect employees working at Fermilab under an H-1B classification? What will happen to my current visa status and/or any pending visa applications when FermiForward assumes management of Fermilab? Fermilab Global Services will be reaching out to all affected invidiuals and is happy to assist and answer questions. Where can I view the new contract with FermiForward? The new contract will be posted and become public after it becomes effective on Jan. 1, 2025. How will this impact retired guests or scientists emeritus? The transition team is working to transition the existing retired guest and scientist emeritus agreements to FermiForward so that the current agreements remain in place with the new contractor. These are under review now, and any changes will be communicated promptly.

What is FermiForward? Fermi Forward Discovery Group, LLC (FermiForward) is the entity the U.S. Department of Energy (DOE) has selected to manage and operate Fermilab beginning on Jan. 1, 2025. FermiForward consists of the University of Chicago and Universities Research Association, both of whom remain committed to enabling the groundbreaking scientific research of Fermilab and ensuring that scientific discovery remains Fermilab’s top priority. FermiForward also consists of two integrated subcontractor team members, Amentum and Longenecker & Associates, who bring decades of operational expertise across the DOE complex to help implement the process improvements and operational excellence that is required for Fermilab to fully achieve its scientific goals.

How long is the new contract to manage Fermilab? The new contract is set to run for an initial period of five years and includes award term incentives for exemplary performance that can extend the contract for an additional 15 years, for a total of 20 years.

Who Is FermiForward replacing as manager of Fermilab? FermiForward is currently in the process of transition to assume responsibility for Fermilab from Fermi Research Alliance, a limited liability corporation (LLC) formed by the University of Chicago and Universities Research Association, Inc. that has managed the laboratory since 2007.

What do Amentum and Longenecker & Associates bring to Fermilab operations? These two FermiForward partners bring decades of National Laboratory (NL) experience and a history of delivering and enabling operational excellence. They will provide vital support and help deploy best practices in a range of areas, including project management, business management, operations, safety, procurement, and contractor assurance.

Is FermiForward keeping the current Fermilab senior management team? We are proud of the leadership team of pre-eminent scientists and proven operational leaders at Fermilab, many of whom recently joined Fermilab and are already implementing outstanding change. As the new FermiForward management and operations contractor, we are confident in their abilities, as well as their vision for Fermilab. We will utilize their deep experience and ties with the entire Fermilab community to preserve what has worked well at Fermilab, while also driving improvements and operational change as needed.

What is the transition process? Contract transition is a contractually defined process for the winning bidder – in this case, FermiForward – to perform due diligence and conduct preparatory activities to ensure readiness to assume responsibility for Fermilab operations. It is essentially the transfer of management and operating responsibility from one entity (Fermi Research Alliance) to the new entity (FermiForward). This includes reviewing existing policies, procedures and contracts, as well as facility walkdowns and other information-gathering efforts. Given the importance of Fermilab’s mission, the transition process is carefully planned and executed in a manner that seeks to avoid adverse impact to ongoing operations.

How long will transition last? The transition process began on Oct. 1, 2024, and will be completed in enough time to allow FermiForward to begin fully managing Fermilab on January 1, 2025. Per the contract, the Transition period will not exceed 90 days.

Does FermiForward intend to change the types of research conducted at Fermilab The FermiForward team recognizes and appreciates that Fermilab is a leader in particle physics and FermiForward will continue to partner with the Department of Energy to ensure that Fermilab remains at the forefront of this critical field. The FermiForward team’s scientific vision continues to drive transformational science in particle physics, while accelerating the lab’s impact in emerging technologies such as quantum science, AI and microelectronics. The scientific mission of Fermilab remains FermiForward’s number one priority.

Will FermiForward continue the DUNE at LBNF project? Yes. We are excited about this project and how it can advance the transformational research underway at Fermilab. As part of the FermiForward leadership team, Project Director Jim Kerby will remain in his role to help ensure its successful completion.

How are union contracts impacted by the transition? Per the Request for Proposals, FermiForward is expected to provide employment terms and conditions consistent with those provided under the current agreements until bargaining unit employees electing to organize have transitioned to new collective bargaining agreements.

Can I view the RFP? Yes, the Request for Proposals is available on the U.S. Department of Energy Office of Science website.

Why has it taken this long to provide information about the contract award? The federal acquisition process provides for competition on the contracts to manage and operate National Laboratories. The process is rigorous as well as prescriptive and provides a period of time for unsuccessful offerors to raise questions to the responsible federal agency about the award decision. During that period the bidding entities limit their communication. That process was just recently completed.
